GPD officer resigns from force

GLASGOW — An internal investigation was conducted on a complaint of inappropriate conduct by a Glasgow Police Department officer who has since resigned from duty.

According to public records requested by the Daily Times, Officer James Roberts resigned from the department on July 20.

Roberts was hired by the GPD on Jan. 28, 2011. A letter to Chief Guy Turcotte from the Kentucky Law Enforcement Foundation Program Fund dated July 28, 2011, stated Roberts had completed basic training.

In July 2012, Roberts was accused by an unnamed female of approaching her in the Kmart parking lot and later on Pritchardsville Road. While on duty July 11, he allegedly asked her personal questions, obtained her personal cell phone number and allegedly “touched her in a sexual manor [sic] that was unwanted,” according to the internal affairs investigation by GPD Detective Jimmy Phelps. The female also claimed Roberts asked her to perform oral sex on him, the investigation documents stated. Phelps cited the allegations as violations of the department’s code of ethics for personal conduct, ethical conduct and conduct unbecoming of an officer.

Roberts was given written 48-hour notice of the investigation being conducted about him, which was also included in his personnel file obtained by the Daily Times through an open records request on Aug. 2.
