2 men indicted for violation of Safe Drinking Water Act

GLASGOW — A Hart County and a Metcalfe County man are facing a federal indictment for Environmental Protection Agency violations said to have happened between April and June at an oil well they operated.

Charles L. Stinson, of Horse Cave, and Ralph Dowell, of Edmonton, were arrested by deputy United States Marshals and the Criminal Investigations Division of the EPA after an eight-count federal superseding indictment was returned Wednesday. They are charged with continued violations of the Safe Drinking Water Act, according to a press release by David J. Hale, United States attorney for the Western District of Kentucky.

Stinson and Dowell were the operators of Logsdon Valley Oil Co., Inc. They are accused of continuing a “conspiracy to inject fluids into a sinkhole that was not permitted and authorized,” the release stated.
