Glasgow City Council voted Monday night to amend some aspects of its storm water management program, including the provision of an expiration date on the program’s imposed fee.
The city council approved on first reading the creation of a storm water management program, fund and fee for property owners at its Nov. 26 meeting. Before approving the second reading of the ordinance on Monday, council member Wendell Honeycutt offered several amendments to the ordinance.
First, Honeycutt clarified the definitions of residential, other, developed and undeveloped in association with the ordinance, to clear up some confusion among city residents. Honeycutt also amended the ordinance to say that all current city departments or programs that contribute to storm water management, such as street sweeping, recycling and leaf pick-up, will have their budgets transferred into the storm water management program. All money collected through those programs and through the storm water management fee will only be used for storm water projects.
Previously, the storm water management fee breakdown included five categories of commercial property based on square footage. The smallest category was 0 to 50,000 square feet, and the fee for property owners was $240 per year. Honeycutt added two additional categories, breaking the commercial property sizes into 0 to 5,000 square feet; 5,001 to 10,000 square feet; and 10,001 to 50,000 square feet. Those annual fees will be $120, $180 and $240, respectively. That will decrease the city’s storm water collections by about $4,000, to a total of $493,344 annually, Honeycutt said.
