11:17 MORNING UPDATE: Smiths Grove man arrested on multiple charges

GLASGOW — A Smiths Grove man has been arrested on multiple charges, including harassment and menacing. 

Matthew Carter Lowe, 27, was arrested Wednesday at the corner of glen Gary Road and Ky. 1297 by Glasgow police when a police officer observed Lowe walking along Ky. 1297 and recognized him and knew he had outstanding arrest warrant.

A Glasgow police officer verified the warrant and then performed field sobriety tests. Lowe admitted to having smoked a marijuana joint but the police officer believed he was under the influence of another substance, according to a Glasgow Police Department report. 

Lowe showed Nystagmous. In his report, the police officer said "with my training and experience, you don't get Nystagmous from marijuana." 

Lowe was charged with public intoxication (controlled substance) and with third-degree terroristic threatening, harassment (physical contact, no injury) and menacing on a warrant, according to the police report. 

Lowe was lodged in the Barren County Detention Center. According to the jail's website, Lowe's bail is pending due to cash with credit. He faces a $500 bond on the third-degree terroristic threatening charge and $1,000 on the public intoxication charge.
