ACTIONS: Board members adopted the tax rates for real estate and personal property for the 2010-11 school year at the compensating rate of 79.1 cents per $100 of assessed value. They also adopted the tax rate of 55.4 cents per $100 of assessed value for motor vehicles and watercraft for the school year, which is unchanged from the previous year. The board approved the following: minutes of the July 12 special-called and regular board meetings; payment of claims; personnel actions and fundraisers; a request to advertise for proposals for guaranteed energy savings contracts; submission of a Buildings & Grounds Plan (BG-1) to Kentucky Department of Education’s Division of Facilities Management for a coaching tower to be built on the Glasgow High School football practice field; agreement with American Engineers Inc. for services regarding the design and construction of the GHS football coaching tower; Kentucky Purchasing Cooperative milk (Southern Belle) and bread (Earth Grains) bids for the 2010-11 school year; contract with Caverna Independent Schools for hearing-impaired services from Logan Brooks; limited 90-day sports physical therapy contract awarded to T.J. Samson Community Hospital for $1,100 a month; revised job descriptions for the positions of elementary curriculum coordinator, middle grades curriculum facilitator and 21st Century Community Learning Center project director; appointment of Todd Garrison, GHS certified staff member, to a one-year term on the district’s appeals panel; $1,500 stipend for each of the six members of the District Content Leadership Network team; and substitute teacher pay scale for 2010-11 at a range of $71 per day for Rank 4 up to $82 per day for Rank 1 with 10 years or more experience. Members also reviewed district Site-Based Decision-Making Council minutes.
REPORTS: Consultant Charlie Campbell reported on energy audit services. Facilities coordinator Randy Wilkinson introduced energy manager Bill Gittings and explained his role in the district’s energy management program. Wilkinson also provided a facilities update for the board. Superintendent Sean Howard introduced Alisha Richardson, the new director of special education. Richardson then presented revisions made to the district’s occupational therapy contract. Alliance Corporation President Tommy Gumm provided a construction update for the new Glasgow High School.
RECOGNITIONS: Glasgow High School Principal Byron Darnall recognized student Randi Norris for her first-place finish in the Girls 400 meter dash at the KHSAA Class 1A State Track Meet.

County struggles to provide EPA report
Barren County Road Department Head Johnny Kinslow called his bi-monthly report to the fiscal court his “gloom and doom” report Tuesday night. After five years of letters and discussions, the Environmental Protection Agency has informed Kinslow that he must produce a closure report for underground fuel tanks that were removed 13 years ago, or face unnamed consequences.
