Needed: A new five-year plan

GLASGOW — The Joint City-County Planning Commission of Barren County staff has a busy year – make that two years – ahead of them.

It’s time to begin the five-year update of the Barren County Comprehensive Plan, a blueprint that guides decisions relating to planning and development in the county and each of its incorporated cities – Glasgow, Cave City and Park City.

The comprehensive plan was revised in 2009, with a 20-year projection, and must be amended or readopted every five years. In its current version, the document contains nearly 120 pages that include 54 maps, 58 tables and 28 figures. To have even a draft of the update ready for the public and participating legislative bodies to review, the staff will be starting early this year gathering information.

Early next year, the commission will have a public hearing for each section and then another when the plan is fully completed, said Kevin Myatt, planning director. From there, it is forwarded to each of the relevant legislative bodies – Barren County Fiscal Court, Glasgow City Council, Cave City City Council and Park City City Commission – for their approvals.

The city and county leaders will want to know what changes Myatt and planning administrator Thom Kendall see transpiring, because they work directly with developers and construction projects.

“We can see trends before they do,” Myatt said.

A comprehensive plan is required by state statute to have the following elements: goals and objectives, land use plan, transportation plan and community facilities plan.
