Horse Cave acts on pet problem

Cats will be included in new animal control ordinance

GLASGOW — Four-legged creatures were on the minds of the Horse Cave City Council at Monday’s meeting, as the first reading of an animal control ordinance passed.

For the first time, the ordinance will now reflect cats as being under animal control.

“Cats were not included in our previous animal ordinance,” Mayor Odell Martin said. “We revised it to put cats in there.”

Horse Cave Police Chief Alan Shirley, who also acts as the city’s animal control officer, said they have been having “a lot of problems with cats.” At issue are the felines leaving their master’s property, going into neighboring yards and using them as litterboxes.

“We’ve had lots of complaints about that,” Shirley said. “We just felt like we needed to update (the ordinance).”

The ordinance states that “every owner, harborer or person having the custody, control or possession of any dog or cat shall keep such a dog or cat confined to the premises and property of the owner, harborer or custodian.

Another update says that any person in possession of three or more dogs and/or cats shall be considered to be operating a kennel and must obtain an occupation license.

In other business, the council discussed plans for sidewalk repair. Martin said it was recommended that the members walk all the city’s sidewalks to determine where the work should be done.
