A part-time Barren County resident has been indicted on charges of transporting a minor across state lines for the purpose of engaging in sexual activity and brandishing a firearm in order to further a crime of violence.
Tony Glenn Harvey, 56, who owns residences in Smiths Grove and Sidney, Ohio, had charges brought against him by the Federal Bureau of Investigation on Sept. 2, alleging that Harvey brought an underage female relative across the border from Ohio into Barren County for the purpose of having sex with her and allowing another man to have sex with her.
Harvey was indicted by a federal grand jury on Wednesday and will face arraignment on Oct. 5.
According to an affidavit sworn by FBI Agent Adam Keown, who investigates computer crimes and child exploitation, Harvey transported a relative, who was under the age of 16, to his trailer at 1310 Blaine Evans Road in Smiths Grove in late July of 2011, and forced the girl to have sexual intercourse and oral sex with him.
Along with his own actions, Harvey allegedly invited another man to join them. The other man also allegedly had sexual intercourse and oral sex with the girl, according to an interview between the man and Barren County Sheriff’s Deputy Ann Phelps, as explained in the affidavit.
On August 24, when the underage girl refused Harvey after he encouraged her to have sex with him, Harvey pulled out a gun and told the girl she deserved to die, according to the affidavit. He also threatened to kill himself and another person.
On August 28, an Emergency Protective Order was obtained against Harvey and served by Barren County Deputies Bobby McCown and Ann Phelps, at Harvey’s trailer in Smiths Grove. Phelps scheduled an interview with Harvey later that day, but Harvey did not show up.
When interviewed by Phelps, the underage female said Harvey had been forcing sexual activity upon her since she was about 10 years old. She said that in the past year, Harvey has brought her to Kentucky about 10 times. Each trip would last one to two weeks, and Harvey would rape her every other day during each trip.
Harvey was arrested on Sept. 2 and lodged in the Warren County Regional Jail pending charges of “transporting a minor in interstate commerce with intent to engage in sexual activity and brandishing a firearm in furtherance of a crime of violence.” Harvey is being represented by Johnny Bell, of Gillenwater Hampton and Bell Law. The case will be prosecuted by Jo E. Lawless.
The FBI declined to comment on the case due to the ongoing investigation.
