HORSE CAVE — The Horse Cave City Council voted to appoint a new council member at a special meeting Thursday to fill the vacancy left on the council by the resignation of Joanne Smith. In a three to two vote, the council named Ray Wilcoxson to complete the term, which will expire at the end of 2010.
Mayor Odell Martin said Wilcoxson will be a valuable addition to the council and its goals.
“Mr. Wilcoxson will be a fine council member. I think Ray will put the interest of the people of Horse Cave first, which is what we are elected to do,” he said.
Councilman Randall Curry voted in favor of Wilcoxson’s appointment and said he has “great confidence” in him to contribute to the council.
“I felt like Ray’s background in book keeping and finance will allow him to be a great person for the job,” he said.
Councilmen Jason England and David Lindsey voted against the appointment, which came after several minutes of discussion by the council. Along with Wilcoxson, the council considered Leo Schroeder, Perry Martin and Jackie Buckingham for the vacancy.
“Jason and I were just more in favor of someone else, but I think Ray Wilcoxson will do just fine,” Lindsey said.
The proceedings for the vote seemed to confuse Martin, who after the three to two vote, asked the council if he should read the next suggested name on the list.
“It’s already done,” several of the council members replied.
The council’s attorney, David Broderick, was present and confirmed that the proceedings were done correctly, Curry said.
Wilcoxson is currently on vacation and could not be reached for comment.
