KSP Trooper civil case continues

GLASGOW — A local state trooper will continue to battle a civil case in Barren County Circuit Court as an individual, although the Kentucky State Police and the trooper in his official capacity have been removed as defendants in the case.

Trooper Jonathan Biven, public affairs officer for KSP Post 3 in Bowling Green, is being sued for damages after causing a crash in which a Green County woman died in September 2011.

Biven was driving south on U.S. 31W outside of Park City behind another trooper that afternoon when his cruiser crossed the center line and collided head-on with a Ford Mustang being driven by Nurcan Ceylan, 33. Samuel H. Parker, 54, was in the passenger seat. Ceylan died as a result of her injuries. A year later, after the Barren-Metcalfe County Commonwealth's Attorney's office chose not to prosecute Biven, Parker brought suit against the trooper, requesting damages to pay for ongoing medical expenses as well as punitive damages.
